Mobilizing Private Capital for Climate Adaptation Infrastructure

Significant public and private investment is required to adapt Canada’s infrastructure to climate change impacts. Climate adaptation is chronically underfunded, not only in Canada but around the world. Adaptation accounted for only 7 per cent of climate finance flows in 2021.
Despite a strong economic case for resilience, Canada must address considerable challenges to unlock private finance. This new report explores innovative models of infrastructure investment and provides recommendations for what governments can do to incentivize and de-risk private investment so communities can adapt or build resilient infrastructure.
